Recruitment and job placement procedure

Responsibility

Managing Director and Crew Manager are responsible for properly conducting selection and recruitment processes and meeting the shipowner’s requirements.

Procedures

The person responsible for recruitment initiates the process based on requests from Shipowner. The aim is to check the formal qualifications of candidates for work on the ships in accordance with the Shipowner’s guidelines. 

The process of accepting applications from candidates is as follows:

  • using database resources,
  • publishing an advertisement,
  • cooperation with other employment agencies,
  • selection of candidates based on completed applications and approved GDPR conditions.

Seafarers’ experience shall be taken into account:

  • type, age, and size of the vessel,
  • type of ship’s propulsion,
  • type of cargo transported,
  • on the position and type of vessel,
  • working in an international team.

Only the following candidates will be considered in the recruitment process:

  • who correctly fill in the online application form,
  • who delivers in person or sends electronically all the required documents,
  • who were not previously dismissed from work by the Shipowner for whom the recruitment is conducted.

Applications are examined by the recruiter in order to make sure that the basic requirements of the shipowner regarding the position are met, the forms required by the shipowner are completed and checks whether the candidate has the required courses and certificates.

Conducting recruitment interviews

Recruitment interviews with Captains and Chief mechanics are conducted by the Director or a person appointed in the company.

Interviews with other officers and candidates are conducted by the person responsible for recruitment. 

The interview time and place are arranged with the candidates by the recruiter.

Candidates must provide original and valid certificates confirming their competence, including certificates of competence, seaman’s book, passport, and training certificates in accordance with STCW requirements. 

During the interviews, the candidates are provided with the terms of employment and the company’s requirements. 

After the positive Recruitment, the candidate is presented to the Shipowner who then conducts the next interview with the candidate (in person, via the internet, or by phone).

The person in charge of Recruitment notifies all candidates who have not been selected. 

Employment offer

The candidate approved by the Shipowner is obliged to provide the Crew Operator with copies of documents. The operator confirms with the candidate the willingness to start work with the Shipowner cooperating with Phoenocean Ltd. (according to the previously presented offer) and presents to the candidate employment opportunities.

Employees are familiarized by Crew Manager / Crew Operator with the relevant procedures in force in the company including among others:

  • seafarer’s rights and obligations under the employment contract
  • procedures for submitting complaints about the manufacturing of the Owner/Agent
  • procedures for communication with the seafarer’s families during the contract
  • maritime labor safety policy
  • details of the Shipowner’s requirements
  • explaining the Shipowner’s drug and alcohol policy
  • clarification of insurance and compensation conditions. 

The seafarer is obliged to:

  • undergo medical examinations and present a valid health certificate issued by an authorized physician from the list of the Maritime Administration, on a form compliant with the requirements of the MLC 2006 Convention:
    • The health certificate must contain a clause stating that the state of health allows you to work on the ship in the position you hold
    • The Health Certificate must contain information on the hearing, vision, color recognition
    • The period of validity of the health certificate, depending on the age of the seafarer and the requirements of the shipowner, is 2 years or less
  • comply with the company’s internal requirements and the alcohol and drug policy
  • possession of original documents and health certificates and handing them over to the master on board the vessel when mustering

Copies of documents and health certificates are stored at PHOENOCEAN Ltd.
The operator completes the documents needed to obtain flag diplomas or other documents in accordance with the requirements of the maritime administrations of the countries concerned. 

After carrying out all the formalities, the operator notifies the employees by providing them with the following data:

  • date of starting the contract,
  • place and date of commencement and duration of the contract.

After receiving information from the shipowner about the planned start of employment, the following are also signed:

  • Seafarer’s employment contract
  • civil law contract between Phoenocean Ltd. and the Seaman (including informing the Seafarer about contributions to the Labor Fund and social insurance and about entitlements resulting therefrom)

The details of the seafarer employed for the first time are entered into the database and a personal file of the seafarer is created, containing: a copy of the Seafarer’s Employment Agreement signed by the seaman and Shipowner, certificates, health certificates, certificates of authenticity of diplomas and other documents according to the requirements of the Shipowner.
